Beyond the Approved Vendor List examines supplier qualification for large-diameter steel pipe as a scope-matching and evidence problem, rather than as a single “approved/not approved” status.

The paper develops an author-created Four-Layer Qualification Evidence Model that separates four distinct forms of qualification evidence: corporate or commercial admissibility, audited quality/product credentials, facility-and-process scope, and project-specific acceptance. The purpose is to prevent different forms of approval from being treated as interchangeable.

The model asks whether the exact proposed facility, manufacturing route, size/grade/service envelope, coating or secondary processes, and current project requirements actually overlap with the evidence being relied upon. Its central proposition is that qualification is meaningful only when the issuing basis, facility, process route, product/service scope and present project requirements align.

Public information from API, Saudi Aramco and TotalEnergies is used to illustrate the surrounding qualification landscape. These systems serve different purposes and are not treated as equivalent approval mechanisms. API Monogram licensing and API Spec Q1 provide evidence within defined product and facility scopes; owner registration and qualification processes address different admissibility and technical questions; project-specific acceptance still requires closure against the actual data sheets, procedures, inspection requirements, qualification evidence and release conditions.

The analysis emphasizes that an approved-vendor-list entry, certificate, product licence or historical owner approval should be treated as evidence with a defined scope—not as universal proof that the proposed mill route is acceptable for every project. Changes in facility, manufacturing process, material source, coating line, subcontractor or governing specification may reopen the qualification question.

The paper is intended for project owners, EPC contractors, procurement teams, package engineers, QA/QC professionals, supplier-quality teams and commercial teams involved in steel-pipe procurement and supplier qualification.
