Abstract

Long-lived pipeline assets can remain physically continuous for decades while responsibility for their engineering evidence changes repeatedly. Ownership may transfer, operators may reorganize, engineering personnel and specialist contractors may change, software applications may be retired, and information may migrate between repositories.

The critical lifecycle problem is therefore not simply whether historical files survive. It is whether the engineering meaning required to understand, challenge and reassess the asset survives the change of custodian.

This white paper presents the series-specific Custody-Change Evidence Test, an organizational review aid for evaluating whether engineering evidence remains interpretable when custody of asset information or an engineering decision basis changes.

The test asks whether the receiving custodian can reconstruct several essential elements:

asset identity and configuration — which physical segment, component or configuration the historical conclusion actually describes;

authoritative evidence — which source, date, version and repository constitute the controlling evidence rather than a copy, extract or superseded derivative;

assessment method — which engineering method, model, software version and material parameters were used;

assumptions and uncertainty — where engineering judgement, data gaps, tolerances and model limitations entered the conclusion;

open gaps and limitations — which unresolved questions, missing records or constraints remained known at the time;

decision basis — what conclusion was reached, why it was reached and which responsible engineering function owned it;

validity conditions and change triggers — under what conditions the historical basis remained applicable and what changes should trigger reassessment; and

receiving verification — whether the new custodian has actually confirmed that the transferred evidence remains interpretable.

The central distinction is between file preservation and engineering interpretability. A digital file may be authentic and successfully migrated while still becoming technically unusable if the receiving team cannot determine units, asset identifiers, coordinate systems, model settings, feature relationships, assumptions or the engineering rationale that made the record relevant to an earlier decision.

The paper therefore treats several apparently different events as changes of engineering-evidence custody:

transfer between owners or operators;

organizational restructuring;

replacement of engineering personnel or subject-matter experts;

change of specialist contractor;

retirement or replacement of engineering software;

migration between document, data or asset-information repositories; and

repeated long-horizon technology transitions.

Technology migration is particularly important because no software application or file format can safely be assumed to remain available throughout a multi-decade asset life. Durable evidence management should therefore separate the engineering meaning of an assessment from the application currently used to store or reproduce it.

Personnel and contractor transitions are similarly treated as engineering-information transfer events. The strongest handover occurs before the departing specialist leaves: assumptions, uncertainty, unresolved issues, validity conditions and review routes should already be explicit rather than recoverable only through institutional memory.

The paper proposes a four-stage maturity path for custody-change evidence continuity:

Uncontrolled Transfer → File-Complete → Meaning-Verified → Custody-Resilient

At the lowest level, files move but authoritative versions and context remain uncertain. At higher maturity, evidence relationships, assumptions, uncertainty and validity conditions remain interpretable, allowing a competent receiving team to challenge the historical engineering basis without depending on the memory of the original team. At the highest level, interpretability is deliberately rechecked across repeated ownership, personnel and technology transitions.

The paper is careful to distinguish the Custody-Change Evidence Test from legal or forensic chain of custody. Its concern is engineering interpretability rather than evidentiary possession. It is also distinct from the separate question of whether historical evidence remains technically valid under present conditions; that reassessment problem is addressed in the following paper in the series.

The analysis is grounded in publicly available work including ISO 55001:2024, ISO 55012:2024, ISO 55013:2024, API Bulletin 1178, 2nd edition (2024), PHMSA integrity-management material, DNV-RP-0670, API RP 1160, and relevant public industry work on preserving pipeline-integrity knowledge and decision rationale.

Existing standards and industry practice already address record retention, competence, asset information, interoperability, traceability and knowledge continuity. Accordingly, this paper does not claim invention of those established disciplines.

Its narrower contribution is the author-defined Custody-Change Evidence Test: a manufacturer-neutral transfer-interface review structure asking whether engineering meaning remains usable when responsibility for the evidence changes.

The Custody-Change Evidence Test is not presented as an industry standard, certification scheme, legal chain-of-custody process, trademarked method or first invention.

The scope remains limited to publicly discussable engineering evidence, assessment and human engineering decision support. It does not specify proprietary execution-control mechanisms, automated physical actuation logic or safety-instrumented functions.

This paper forms No. 29 and the opening paper of Phase IV — From Live Asset to Long-Horizon Accountability, extending the wider steel-pipe lifecycle research programme beyond live-asset operation into the problem of maintaining defensible engineering knowledge, interpretability and accountability across decades of organizational and technological change.
