Abstract

From Mill to Project develops a buyer-side Project-Readiness Model for evaluating large-diameter steel pipe supply beyond basic product conformity and mill capability.

The paper argues that a pipe can satisfy applicable product requirements yet still fail to constitute a project-ready supply solution if critical interfaces are not adequately controlled. It therefore evaluates project readiness across seven connected areas: requirement closure, facility and route acceptance, manufacturing-state control, repeatability at scale, evidence-to-release coherence, protection and secondary-process continuity, and transportability and delivery sequencing.

Current public references including API Specification 5L, ISO 3183, IOGP S-616, API Specification Q1, DNV and AWWA documents are used as technical boundary conditions rather than as the architecture of the proposed model. Public manufacturer and project examples are treated as attributed illustrations rather than evidence of supplier superiority.

The central proposition is that project readiness is a chain property: supplier selection is defensible only when the proposed facility, manufacturing route, evidence flow, protection interfaces and delivery configuration remain aligned with the current project requirement. Weakness at one interface cannot automatically be offset by strength at another.

The paper is written for project owners, EPC contractors, procurement leaders, package engineers, QA/QC teams and commercial teams involved in welded large-diameter steel pipe for energy transmission, offshore and marine applications, structural piling and large-diameter water infrastructure. It is intended as a manufacturer-neutral procurement and project-readiness framework rather than an engineering specification or supplier ranking methodology.
