Abstract
This white paper examines why hydrogen pipeline procurement should not be treated as a simple extension of conventional natural-gas line-pipe procurement. A pipe may conform to a base product specification while still requiring additional, service-specific evidence before it can be accepted for hydrogen duty.
The paper proposes a Hydrogen-Service Qualification Envelope for buyer-side and EPC use. The framework separates base-product conformity from the evidence needed to support hydrogen service, including material degradation behaviour, pipe-body and weld qualification, fracture resistance, defect tolerance, operating conditions, re-use of existing assets, production-route control, and defined triggers for review or re-qualification.
Drawing only on publicly available sources, the analysis considers current guidance and standards including ASME B31.12, DNV-RP-F123, DNV-SE-0657 and API Spec 5L, while distinguishing standards-based requirements from manufacturer-reported capability claims. It deliberately avoids presenting universal hardness, chemistry, toughness or other project-specific acceptance limits as generally applicable requirements.
The central proposition is that base line-pipe conformity and hydrogen-service qualification are different questions. Qualification should remain tied to the actual hydrogen composition, pressure and cycling envelope, temperature, material and weld route, defect/fracture assumptions and supporting evidence. Changes to those assumptions may require review or re-qualification rather than automatic inheritance of an earlier acceptance decision.
The paper also introduces an Execution Decision Point for hydrogen-service pipe release, linking the proposed action to the governing technical basis, current qualification evidence, invalidating changes, responsible approval authority and a reviewable closure record.
