Abstract

When Standards Move Mid-Project examines how live steel-pipe projects should govern technical requirements when external standards, owner requirements, project specifications or approved procedures change during execution.

The paper develops an author-created Requirement-State Transition Control method. Rather than assuming that publication of a new standard automatically changes the contractual basis of an ongoing project, the model separates five stages: the authorised baseline, detection of a requirement delta, authorised disposition of that delta, implementation of the approved change, and verification of the resulting controlled state.

The central proposition is that publication of a new standard creates a candidate change, not an automatic project transition. A live order remains governed by its authorised requirement state until the relevant contractual or technical process determines whether the new requirement applies, how it applies, and which products, procedures, qualification evidence and records are affected.

The paper uses the 2026 coexistence of API Specification 5L 47th Edition, ISO 3183:2019, and IOGP S-616 v2.01 as a public example of edition misalignment. It shows why buyers and suppliers should explicitly define the governing edition, project supplements, data sheets, quality requirements, approved procedures and order-of-precedence rules rather than rely on expressions such as “latest edition.”

The proposed control approach emphasizes five disciplines: separating publication status from contractual applicability, freezing the requirement hierarchy, controlling the impact of change rather than only revising documents, identifying which lots or manufacturing states are affected, and closing the transition only after implementation and verification are complete.

The paper is intended for project owners, EPC contractors, procurement teams, package engineers, QA/QC professionals, document-control teams and suppliers managing long-duration steel-pipe programmes.
